Professor Zhang Zhongxiang Wins Social Science Outstanding Achievement Award First Prize

Professor Zhang Zhongxiang won the First Prize of the 15th Social Science Outstanding Achievement Awards in Tianjin with his academic thesis, “Carbon Emissions Trading in China: The Evolution from Pilots to a Nationwide Scheme", which was published in Climate Policy in 2015. The thesis has been cited among numerous theses in SSCI and SCI journals related to Economics, Law, Political Science, Public Administration and Environmental Research and has also been read more than 3300 times on the publisher's website.

The thesis aims to systematically discuss the design, operation and compliance of the carbon emission trading pilots and summarize the experience of carbon data collection, reporting, verification and quota submissions, completion of compliance to improve the operation of carbon emissions trading pilots and provide valuable guidance and recommendations for the national carbon emissions trading system.

In the thesis, Professor Zhang Zhongxiang first discussed the similarities and differences between the carbon emissions trading pilot programs. In addition, the thesis analyzed the differences and causes for the differences in the implementation ratios of the carbon emissions trading pilots in Beijing, Guangdong, Shanghai, Shenzhen, and Tianjin. Issues such as the responsibility for supervision and management of carbon emissions trading under the national carbon emissions trading system were also discussed.

In light of the constraints of the existing regulatory carbon market sector, the thesis proposed that national carbon emissions trading legislation that embodies the equivalent carbon emission quotas in different sectors and regions is needed to make sure that the design, operation of carbon emissions trading and all emission data are properly measured, reported, and verified.

The thesis was read by Professor Ernesto Zedillo, former Mexican President and Dean of the Center for the Study of Globalization at Yale University, during the seminar, “Cross-Paris global high-level seminar on carbon prices” organized by Yale University on 27-28th, May, 2015. On 14th, October,2015 the thesis was read by Jean Tirole, winner of the Nobel Economics Prize at the “Economic Interest Conference of the Paris Climate Change Summit”.  

Professor Zhang Zhongxiang is a distinguished expert of the Thousand Talents Program from Tianjin University, Dean of the Ma Yinchu School of Economics at Tianjin University, Fellow of Asia and the Pacific Policy Society (APPS), and is serving as China Country Representative of the European Association of Environmental and Resource Economists, and on the Scientific Council of Paris-based IDDRI.
