Zhong Shiming was born in Tianjin. He registered in Peiyang University in 1903, and was recommended for his excellence to further his study in the Department of Law of Harvard University in 1906, where he got his PhD of Law. For his outstanding behavior, he was awarded the Jinshi (Tien Si) of Political and Law by Xuantong Emperor of the Qing Dynasty In 1911. He held the posts of Secretary-general of the Salt Works Bureau and Vice-minister of the Treasury of Peiyang Government from 1921 to 1925.
He assumed as the Acting President of Peiyang University from 1947 to1848.
