Tianjin University Assists CGPC to Complete Bidding

On the morning of April 9, the tendering Management Office of Tianjin University assisted the Central Government Procurement Center (CGPC) in Beijing to successfully complete the "desktop computer procurement project of the National Intellectual Property Administration (CNIPA)" through a "remote" bid opening and evaluation.

Leaders of the CGPC and Tendering Management Office of Tianjin University attended the bid opening ceremony.

During the bidding, two representatives from the purchaser Patent Examination Cooperation (Tianjin) Center of The Patent Office, CNIPA participated in the project evaluation in the mobile bidding evaluation office of Tianjin University, and communicated through a high-definition video conference system, as the main venue of the CGPC and the away venue of Tianjin University. The CGPC’s electronic auxiliary system of bidding and tendering was interconnected with TJU’s digital bidding system based on a secure USB and mobile evaluation terminal. And the evaluation channel encryption was built to realize the exchange of evaluation data, same bidding project evaluation in multiple locations, and to make the whole process of opening and evaluating electronic and paperless. Remote bidding evaluation has made it possible to evaluate bids online, greatly saving time and travel costs. It was an important attempt for the CGPC to serve purchasers and also a policy-oriented and technical exploration. Remote bidding evaluation achieved the cross regional sharing of evaluation resources.

The digital bidding system breaks the spatial and geographical restrictions of the relevant transacting parties, effectively isolates tenderers, bidders and bidding evaluation experts in a confidential state, thus saving the consumption of public resources and ensuring the orderly and efficient procurement. Tianjin University has been a "bridge" between Tianjin purchasers and national purchasing departments.

On April 15, Tianjin University cooperated with the CGPC to complete the evaluation of "big data and super computing platforms procurement project of West China Hospital Information Center of Sichuan University", assisting purchasers outside Beijing to participate in the evaluation.

Since the Tendering Management Office of Tianjin University successfully built the first national digital bidding system among universities in 2017, it has successively achieved the first cross-campus and inter-university bidding evaluation in China for two years. Moreover, it successfully tested the first cross-system bidding evaluation project with the CGPC in November 2018.
